That is about right for a panic attack. It is to get oxygen to your muscles in preparation to fight or flee. Some are higher, some are lower but it does do that. Is it safe? That is a question for your doctor. Mine went higher. When I used to ski, or bike it would do 140 easy. 
But in general, if you are in good health panic attacks can't hurt you.

I had a question, When I have a Panic Attack My Heart Beats so Hard an Fast, I took my Blood Pressure an it said my Heart Rate was 150 BPM. How can a Panic Attack do this? An is it harmful? They say a Panic Attack can't kill you, I just dont understand how my heart can beat so fast an then be ok?
