Water helps to rehydrate and it if you space your drinks with a water it can slow down your drinking.  Drinking water is always a good idea.

There is no quick cure to sober one who’s been drinking. Time is the only cure, not coffee, exercise or cold showers. Alcohol leaves the body at a rate of .015 percent of blood alcohol content (BAC) per hour. It doesn’t matter what your sex is, your age, height or weight.
